Ca să dai afară pe cineva pe acest criteriu ai nevoie, cred, de hotărâre judecătorească și bineînțeles în fiecare caz trebuie găsit un vinovat de abuz în serviciu. Astfel, se dau deschis la abuzuri, fiind dați afară cei incomozi pentru a se face mai mult loc celor cu pile.
Nu ministerele hotărăsc salariile angajaților, ci doar Parlamentul, prin legile bugetelor care pentru anul 2025 au fost contrasemnate chiar de Bolojan, pe atunci Președinte al Senatului.
Iată aici un exemplu, mai multe puteți găsi în această foaie de calcul, care are link permanent pe blogul meu principal (acesta). În această secțiune din Anexa 3 la Legea Bugetului de Stat unde se stabilește bugetul Ministerului Educației de la începutul anului este precizată și suma pentru salarii (cheltuieli personal).
Aceste sume nu ajung însă la ministere, care de fapt nu au nici o contabilitate. Există la Ministerul Educației un document care seamănă cu o dare de seamă contabilă cumulativă la sfârșitul fiecărei luni (raport de execuție bugetară) se pare tipizat (COFOG3) dar sumele pe venituri și cheltuieli sunt aproximativ la mai puțin de jumătate (10,7 miliarde la sfârșit de octombrie, din 35 alocate la buget). Ca să nu mai vorbesc de suma totală de 65 miliarde alocată acestui minister. În rest nu am găsit nimic la nici un alt minister.
Valoarea deficitului se (ante)calculează din legile bugetelor, adică de la începutul anului, însă aceste sume nu ajung nici pe jumătate la ministere(le care au aceste dări de seamă). La celelalte, nu știm nimic.
În alte cuvinte, fără aceste rapoarte nu știe nimeni deficitul bugetar.

No i don't believe they theoretically would have had the resources and the will to do that as i don't believe anybody has ever been there. What was interesting was the reaction of Americans when watching on TV the landing, first step, etc..
Have you ever wondered how come the Soviets which started as an overwhelming agricultural economy built so fast high quality buildings, generally multi story concrete made condos, to give free housing for all?
One of the reason is they saw German projects and probably had blue prints, like for most anything they have done after war, including fighter jets, rockets, machinery, etc.. Another reason was they were working all together, not worrying about keeping a workplace, or the thing called "job security" in the US. Also because they were all peasant which did not have any (industrial) workplace culture at all.
Another was the involvement of big American corporations like GE.
Did that lead to stagnation? Too many people to feed, too few willing or capable to improve.
Not to talk about the Chinese phenomenon that happens nowadays though it still raises (bitter) smiles for the naivety of many of their designed and sold products with which they will one day overwhelm the US industry and drive it to bankruptcy as i don't see any other reason they sell at those prices (yes on Amazon, another giant that probably has the same undeclared purpose).
In my opinion there is an enormous loss of resources due to false work place competition that in the US became a whole culture, with "job security" as a main focus, when one keeps everything he knows for himself, keeping communication laconic (or succinct) so it won't create more competition and possible replacement.
Some say workplace competition leads to innovation, i say rather not. Innovation rarely occurs in established, engineered manufacturing processed starting from employees. Quoting the fact they don't have the time and energy and motivation to do that. The managers won't encourage it as it would "make them look bad".
And yes i believe that some day people would be replaced by robots, making work optional will, instead of going to gym, would use optional work as a physical and mental exercise, challenging only selves, in a highly ethical and understanding society.

Sumele respective au link la paginile din Anexa 3 la Legea Bugetului de Stat. Motivul? Pentru a crește taxele și a lua împrumuturi de la anumite bănci. România plătește anual 40 miliarde dobânzi (coloana Just1, Ministerul Finanțelor = Acțiuni generale).
Suma de 831 miliarde este calculată probabil adunând estimările pentru Bugetul de Stat și încă alte câteva bugete însă pare greșită, depășind chiar totalul din Legea Plafoanelor.
Deficitul ca indicator economic (al unui stat) se calculează numai la Bugetul de Stat (prima pagină din Legea Bugetului de Stat) și se împarte la PIB pentru a se exprima procentual.
Însă Bugetul de Stat din prima pagină a legii de 499 de miliarde nu coincide cu sumele totale adunate din paginile ministerelor din anexa la aceeași lege, de 522 miliarde (foaia de calcul), o altă greșeală introdusă preventiv-intenționat pentru confuzie, în caz că cineva se va uita la aceste lucruri, iar acum foarte mulți oameni se uită la aceste lucruri.
Veniturile și cheltuielii bugetare reale folosite la calculul deficitului se iau din execuțiilor bugetare (bilanțurile contabile) ale ministerelor. Ministerele cu pondere mare în buget care au publicate aceste execuții, coloana Just1 din aceeași foaie de calcul, arată clar cheltuieli mult mai mici față de estimările din Legea Bugetului, Doar din aceste diferențe la câteva ministere mari putem vedea că deficitul dispare.
La Ministerul Educației de exemplu avem cheltuieli reale proiectate la 20 miliarde anul acesta, iar în Legea Bugetului apar 64. La Muncii putem justifica doar 36 de miliarde din 96, etc.. (Coloana Just1 în foaia de calcul).

Also. The political class around the world has lost completely its respect for the majority that lack the technical or economical knowledge for this and that. They come and say the facility has been obliterated and the facility is standing, they blew an empty underground storage facility saying there was uranium in it. If there was, a small but significant for the environment amount would have been blown through the entrances during the explosion inside.
You can't obliterate uranium, like anything, it does not disappear if you detonate a charge inside a storage facility. It would be a mess, but it will still be there (with some, as i said, exiting through tunnels). The place will also be contaminated forever, with more leaks to the environment through open entrances.
Do you remember, they were times when they were talking about the challenges of storing spent nuclear fuel (like turned into glass, deep inside decommissioned mines, thousands of feet underground) but they don't talk about that anymore. Where does it go, the tons of spent fuel from power plants? Spent does not mean disappeared, the uranium has been turned (inside the reactor) into something else, way more polluting.
I noticed this for a longtime, they lie to a majority of people who don't know and then they collect the reactions and they call it democracy. I call it riding the perception of misinformed majority. But even people who think they know things are deceived, like i was regarding to the stealth planes. Little by little, news articles confirmed by other news articles written by misinformed journalists, over decades, i was enchanted too by the myths.

2:12 PM Da într-adevăr totul a fost așa de pe repede înainte încât am pierdut faza cea mai importantă, adică votarea Guvernului Bolojan de către Parlament. La ședința plenului reunit (Cameră și Senat) au participat 310 parlamentari din 588 (un nou semn al noului respect al politicienilor față de electorat), votul trebuia să fie votat de o majoritate și a fost, 301, cu 9 împotrivă. Deși AUR cu 91 de parlamentari au spus că "nu girează", bănuiesc că au lipsit pur și simplu.
Mi-am exprimat dorința care nu e doar a mea, ca la preluarea ministerelor de noii miniștri să existe un minim de transparență, și anume sumele cheltuite și cele rămase din bugete, precum și proiectele în curs de desfășurare. Mult teatru emoțional în media, dar nu am văzut nici o cifră.

That is because higher octane burns slower keeping temperature and pressure in the combustion chamber lower and more constant for a longer time making energy transmission to the crankshaft more efficient, with more accelerating power when needed, less blow-by and oil deposits on valves and this means easier on the engine too. Less oil deposits on valves allow the valves to fully open at the right time which contributes to better mileage too. Less vibration.
How stupid i was not to figure these out when i first saw it, years ago, when i went to California and/or Nevada with the first Elantra that also had a dashboard mpg indicator. Dashboard mpg indicator is not a fancy fuss, it actually displays one of the parameters of the ECU.
Can't remember exactly why, i think i ran out of gas and i went at a station in the middle of nowhere and they were out of Regular and i had to put Super or Premium and that was when first saw the better instant average on the dashboard.
Besides consistently having a better mileage on the highway, on our car higher octane gives a dramatic better mileage, like 20% maybe in town with stop and go traffic.

Ok deci conform Constituției, Nicușor Dan este cel care numește Președintele. 6:40 AM Ieri seară am crezut că poate am visat, dar e adevărat. A existat o astfel de știre. Un pictor a mers la Luvru să-și retușeze propriile picturi și a fost arestat. Azi nu se mai numește perfecționism morbid ci obsessive cumpulsion disorder.
A retușa, un neologism nefericit. Nu vine de la tușă ci de la toucher în franceză, care are același înțeles ca în engleză. Un exemplu mai jos. AUR a câștigat la parlamentare în trei județe, nu știu exact ce înseamnă asta, probabil o majoritate de parlamentari, care sunt Suceava, Constanța și Arad, Suceava și Constanța fiind cunoscute ca fiind cu mulți ruși (lipoveni) și ucraineni. La Constanța există un consulat al Rusiei, iar la Suceava unul al Ucrainei.
Apropo, eu nu sunt pro european sau pro rus, nici măcar suveranist, sunt doar anti-politicieni și partide fake.

La o săptămână după primul tur al Prezidențialelor când "au votat masiv" cu antisistematicul necunoscut pe atunci Georgescu, românii au votat la Parlamentare ca de obicei, cu sistemul. Încă o dovadă clară că alegerile au fost măsluite, cealaltă fiind că diaspora nu avea cum să voteze anti-european.

1:18 PM România se află într-un pericol mortal, însă nu din cauză că George Simion a câștigat primul tur cu ajutorul AEP și BEC ci din cauza trădării PSD, a ICCJ, AEP, BEC și altora.
Parlamentul va avea 60 de zile timp să-l suspende pe Simion în cazul în care acesta câștigă și este validat de CCR și să organizeze referendum de demitere, ca în cazul lui Băsescu.
Dacă oamenii nu mai au de ales între un fake hipster și un extremist, poate se vor dumiri și renunța și la extremist. Băsescu însă a trecut două asemenea referenda.
Însă atenție, noua lege neconstituțională a referendumului, care permite trecerea oricărei măsuri cu 12,5% din voturi, nu este valabilă în cazul demiterii Președintelui, care se face cu 50%. Iar ICCJ care numește AEP și BEC nu se va schimba.
O întrebare totuși. Dacă Georgescu a avut interdicție în a candida pentru Președinte, poate fi numit ca și Prim Ministru, care în România este o funcție mai importantă decât Președintele (vă amintiți de unul Klaus Iohannis, care lipsea cu săptămânile de la serviciu și nu se sesiza nimeni)? George Simion din prima nu arată profesionalism (a doua mare gafă). El spune că vrea să dea afară 500 de mii de bugetari. 500 de mii sunt profesorii, 300 de mii Poliția și MAPN iar majoritatea până la 1300 de mii sau încă 500 de mii sunt în administrația locală iar aceste cifre le-am numărat eu cu mult timp în urmă și sunt corecte. Există state de plată (cheltuieli personal din anexa la Legea Bugetului de Stat).
Există în România un număr de bugetari sinecuriști și pensionari speciali însă ei nu sunt atât de mulți. Cel mult 1-2 sute de mii.

Când a fost, joia trecută sau miercuri, au oprit apa în complex pentru o zi întreagă și au lucrat la canalizare. Unul din ei mi-a spus că au introdus o conductă în interiorul conductei noi instalată acum un an și jumătate. A doua zi am văzut eu că au introdus un cablu gros cam de 5 cm de fibră optică tot prin acea conductă.
Au adus niște toalete portabile (6), și deși apa a venit înapoi a doua zi, toaletele mai sunt și acum.
Când nu mai știu ce să facă, în urma acuzațiilor mele, apelează sau încearcă să trezească la public instincte ancestrale, prin crearea, la nivel subconștient repulsie împotriva mea. I posted yesterday about our body's "fuel consumption". On average one person burns 200 grams of glucose a day, producing about the same amount of water (200 grams or milliliters) that is useable as such inside your body and some carbon dioxide. I was curious how much carbon dioxide, without going too deep into chemistry.
Mole, molar mass. Don't like this, got to find something else. How funny it all sounds in English, where words are being reused over and over.
Ok. Found it. For 200 grams of glucose burnt with oxygen we get 280 grams of carbon dioxide. That is how much we expel (on average) through our lungs in one day. (Yes the extra mass comes from capturing the oxygen from the air in the CO2 inside our cells).
It wouldn't have crossed my mind, but when i once set up the GPS for a trip i saw the amount of carbon dioxide produced, can't remember the distance, probably in the range of 100 miles. It was 30 kg or something like that.
Yeah i think i got it almost right. 40 kg per 100 miles (my car has a better mileage than average). 30 kg in one hour and a half. So last week i produced... 150 kg (330 pounds) of carbon dioxide by driving my car for about 500 miles. That is a lot of carbon dioxide, mostly used to displace the air on the freeway to make room for the moving car and heat up the tires a bit. Do i really deserve this privilege?

No one should be allowed to go online without a verifiable ID and address.
There should not be allowed sites without a proper DNS entry (the so called dark web).
Those two rules were not needed in the beginnings of the internet so its fathers, mothers and godfathers etc.. never thought of it. It wouldn't have been possible or necessary.
Today's internet is made mainly of routers so it would be possible to block any address that is not in DNS databases and for the providers to issue an IP only after verifying the ID of the user IP that would be like a phone number, old landline style.
It would all be transparent for normal users (not realize a thing). But who's gonna do it? Who is IANA subordinated to?

There is no other way to get rid of sugars in you body except through this "uncurable" chemical reaction (and through kidneys when levels are higher than 140, when diabetes sets in).
(For the first time ever i realized that even if you don't drink any water, some is produced within cells through burning of the glucose at first and fat and even protein, later, and the amount is not negligible since all oxygen we breath and all glucose we burn in a certain period of time is transformed into CO2 and water. So yeah, it would be maybe up to 100 ml of water a day).
Duh! Not enough oxygen to burn the glucose in you cells will lead to pancreas putting out less insulin. But that, after years of "anxiety attacks" due to not breathing right and not realizing it (to open your mouth). (You may even be looking for the high brought by less oxygen, due to chronic depression).
I think it's the other way around. Cause of diabetes being the long term effect of nose congestion. Nose congestion is due to indoor pollution, especially with mold and building materials. And that cannot be fixed with a decongestant. Not long term. My BG drops by about 100 the next day if i use a decongestant at bedtime.
I used those for years, after @2005 and i think my diabetes started when i tried to wean off those.
