Rectificări, moțiuni și alte minciuni
Nu frumusețea va salva lumea, ci contabilitatea. Poate și lingvistica. Există câteva cuvinte în limba română pe care le urăsc mai mult decât altelele. Unul din ele este moțiunea, care seamănă prea mult cu moț. Altul este bugetul, care ați ghicit, seamănă cu búget (sensul de buhăit, umflat, găunos), sau chiar bug, iar altul este chiar rectificarea, care seamănă prea mult cu rect. Trucul, de la început, a fost că doar prin rostirea acestor cuvinte, mintea ți-o ia în altă parte și nu te poți gândi la conceptele respective, au ca să spun așa o built-in barieră de potențial, ca semiconductoarele.
Scriu această postare pe blog pentru ca să nu mai repet la infinit aceleași lucruri de câte ori iese Iohannis, alții, cu câte o minciună. Apropo, minciunile spuse în public de oameni de stat, în funcții oficiale trebuie sancționate penal, pentru că transcrierile acestor discursuri reprezintă documente oficiale care falsifică sau contrazic legi.
Democrația originală a lui Iliescu a fost totuși implementată în România. De 30 de ani, în fiecare an pe la jumătatea anului se repetă două evenimente unice în istoria democrațiilor. Una este moțiunea de cenzură anuală. Din ce știu eu au trecut doar două din 30, iar una îmi amintesc că a fost a PSD-ului împotriva propriului guvern Dăncilă. În rest, aceste moțiuni sunt de fapt voturi de încredere (reinvestire) a acestor guverne, care suferă, mai mult decât în orice țară de care știu, de eroziune accelerată chiar din primele zile după începerea mandatelor. Normal, pentru că fac mârlănii care nu se mai fac nicăieri în lume.
Nedarea de seamă a sumelor enorme lipsă la contabilitate, cam jumătate din buget sau 200 miliarde de lei anual, din estimările mele. Promovarea constantă a fărădelegilor, în public, de către oficiali în funcții. Din ele, una exemplu recent este așa zisa lipsă a banilor pentru dublarea alocațiilor.
Nu-mi amintesc exact care a fost primul an, cred 2017 când am luat la bani "mărunți" Bugetul de Stat al României. Am luat datele din anexele legilor bugetelor și le-am pus în foi de calculator. Între timp, am aflat că sunt de fapt două bugete, unul de stat și unul al asigurărilor sociale iar aceste foi au devenit o tradiție (personală).
Aceste două bugete sunt formate din banii luați din salarii și de la firme. Impozitul pe venit, TVA, impozitul pe profit și accizele în mare finanțează Bugetul de Stat. Diferența, adică deficitul, este finanțat din împrumuturi de stat. Bugetul de Stat se repartizează pe așa zișii ordonatori de credite, din care unii sunt ministerele, alte instituții bugetare.
Bugetul Asigurărilor Sociale este format din contribuțiile CAS de pe statele de plată.
Bugetele sunt stabilite prin Programele de Guvernare ale fiecărui guvern și legiferate, de obicei în primele zile ale anului, prin două legi organice. Conform Constituției, lege organică înseamnă necesitatea a jumătate+1 din voturilor tuturor parlamentarilor, nu doar a celor prezenți într-o anume zi. Majoritatea doar a celor prezenți este folosită pentru legile așa zis ordinare, cele mai numeroase.
Legile organice nu pot fi modificate prin ordonanțe și în general pin nimic în afară de altă lege organică (Constituție).
Rectificările bugetare de la jumătatea anului sunt de obicei minore și pe probleme mai mult psihologice. Nu-mi amintesc exact, dar cred că nu greșesc prea mult dacă spun 1-2 miliarde. Rectificările se fac prin ordonanță, ceea ce este neconstituțional.
Tot pe la jumătatea anului apare de obicei în madia zvonul că nu mai sunt bani. Cunosc metoda asta. Taică-meu făcea așa ca să "frâneze" cheltuielile familiei. Pe la jumătatea intervalului dintre chenzine (erau doi salariați) apărea fenomenul că nu mai sunt bani, se ducea să împrumute, etc.. La un moment dat, apare cu o mașină, o Dacie, nu nouă, dar plătise pe ea (spunea el) 50 de mii. Nu mai sunt bani de pensii, e refrenul pe care-l aud mereu. Psihologie (parșivă), pentru ca oamenii să aibă la ce se gândi.
Nici un leu din cei aproape 400 de miliarde lei (exemplu din anul acesta) nu lipsesc din buget. Nici cei 11 miliarde și jumătate de la Transporturi de anul acesta, care ar ajunge pentru construirea a 400 de km de autostradă, la prețul mediu de 5 milioane euro pe km, sau 1000 km la șes, nici cei 12 miliarde și jumătate rezervați alocațiilor din totalul de vreo 41 de miliarde de la Ministerul Muncii.
Dacă împărțiți 12,5 miliarde la 12 luni și la 300 veți găsi exact suma de 3,6 milioane sau numărul de copii din România. Curios lucru, o sumă doar ceva mai mică a fost prevăzută și pentru anul trecut și anii dinainte. Iată pagina 32 din Bugetul Ministerului Muncii care arată aceste sume în josul paginii. Atenție, se încarcă greu (cel puțin mie aici în SUA, webmaster-ul de la site-ul Camerei Deputaților a ales să limiteze viteza).
La pensii, adică Asigurări Sociale, buget separat votat pe lege separată nu ies la socoteală mult mai multe miliarde, cu zecile. Toate acestea și mult mai multe date le găsiți detaliat în această postare.
Iată pagina 18 din Anexa la legea Bugetului Asigurărilor Sociale care arată suma totală prevăzută pentru 2020 de 84,831 miliarde lei. Dacă împărțim această sumă la 12 și la pensia medie declarată de 1.436 lei rezultă într-adevăr un număr de 5 milioane de pensionari. Dar acel număr este greșit, conform aceleiași Strategii de Guvernare inclusă în Legea Plafoanelor, în România sunt în jur de 3,5 milioane de pensionari (mai jos în pagină, în lege, de pe site-ul Camerei Deputaților, calitatea scanării este sub standard, am pus în schimb pagina din Wikipedia, care arată exact același lucru).
Dar asta nu e tot. La pagina 32 din Bugetul Ministerului Muncii (Bugetul de Stat, nu cel al Asigurărilor Sociale de mai sus, pensii) pe lângă alocații copii, de 12,5 miliarde mai există o sumă de 11 miliarde lei, care eu cred că este suma ce reprezintă misterioasele pensii speciale.
Deci ca să fie treaba imposibil de înțeles, Ministerul Muncii administrează două bugete, sau mai bine zis cel al Asigurărilor Sociale (pensiile) de 87 miliarde dar și o felie de 41 de miliarde din Bugetul de Stat, din care se plătesc alocațiile, 12,5 miliarde, descris mai sus, peste 10 miliarde ajutoare sociale și probabil pensiile speciale de 11 miliarde.
Iată, din Legea Plafoanelor, sumele care compun așa zisul Buget General Consolidat al României, ce include Bugetul de Stat și cel al Asigurărilor sociale.

Nothing Without Mold
I might have figured another aspect of what happened today upstairs. At the end of last week i caught a cold weather spell and filmed the vapor coming out of the vent for upstairs drier and going into the basement, because of codes being broken when they installed those vents. Thought they could have installed the vents right out the walls, like in other buildings, they passed the pipes trough basement and installed them right on top of basement vents, while the code says should not be installed 3 ft closer then other features of the building. Pipes where broken in the basement anyways, i went one night and fixed them, and right after they came and installed the new covers, that blow the vapors directly into the basement. That was about two years ago. Back then i went and looked. This is the only place in the complex that this is happening.
I think it was Saturday evening when i removed that corrugated plastic which was not helping in case wind was creating pressure blowing against the window, cause a flow was established and moisture still going into the basement around that piece of plastic. Once in the basement, moisture will condensate on the floor making it bulge, helping create mold inside. They were places with up to one inch bulges. Instead i put two small transparent plastic sheets covering the vents.
There was only one load of laundry done Sunday, as opposed to more than five a week ago. No laundry this Thursday morning as well which is a first. However, the shaman came to "fix" the laundry machine upstairs. I did not hear when it started today after that. Because the machine was made much more quiet. However when Angela came i had to go to move the truck back at the street cause it was on our only spot here forgot to find a place for it. But when i got out, i felt the smell of laundry and went to look to see if those plastic sheets are in place. One of them was, but the one right under the vent upstairs blowing downwards. Those once put in are hard to remove (i tried with one).
It seemed they went to great length trying to undo what i done, that is, enforcing the code, because, i once read something about ninjutsu and especially the kuji-in part of it make use of mold, possibly as a medium, similar with black magic. Truth is mold creates among other things, nasal congestion and a high, making you much less sharp and responsive or more docile and suggestible.

This is approximately the floor plan of this apartment i live in. Very similar to the one i lived in Lake Oswego, which is a weird coincidence in itself. Except for the closet with washer and dryer which is inside. The plan itself is a bit different from reality. Water heater is on the other side of the closet. There is no window between fridge and stove.

And here is the thing. That wall (between kitchen and bathroom) is not like in the picture, but is one ft thick. One ft thick wall that goes from WD closet to the end of the kitchen. There are 6 units in this building, and i'm neighboring with the one on top and one next to wall represented on top of this picture. However that one is much longer, on the right, creating a corner at our bedroom where lives a toxic bush, Aucuba Japonica and shorter on the left, creating an outside wall at the closet (upper part of the picture).
Why are the Japanese so different then the rest of us.
Though Japanese culture is tributary to Chinese culture, that is only the surface. It was a land of opportunity and also refuge for immigrants and fugitives. It could not be included in ancient China because you would had to have large fleets to carry many soldiers to control the islands. Part of Japanese ethno genesis is people from north.
I think the're coming from North, beyond polar circle, because of Amaterasu myth. Amaterasu hid herself in the cave and then came out and there was light.
People there lived in crammed spaces where there is a close contact and they learned much about psychology during living long period of times in isolation. Isolation was so severe they at times chose to swap wives. Lack of privacy back then could translate into the today's uncontrollable desire and right to snoop on another. Advanced knowledge of fire, necessary for survival may also bring advanced knowledge of chemistry and metallurgy as well as crafts. Also by burning fires (mostly of whale fat) in closed spaces might have given birth to the obsession with gassing.

Ninjutsu and Buddhism by example came from China and Korea.
They've learned a lot from the world during past hundreds of years though they adapted everything to their own culture. Everything, objects, phenomena, is a kami (spirit) in Japan. There are 8 millions of kami in Japan, and even a robot has one. They can unleash them on me every day as they please and there is no law to stop them. Because they are the law nowadays at least in Oregon.
Truth is they are so different from the rest of the world, their culture is incompatible to ours. And they chose and planned to prevail.

A Cop of Covfefe For Your Hate
These guys are writers, psychologists, graduates of theater institutes or simply ninja. The're not out there to play with words but weave with symbols. One keyword that was said two years ago resonates with another one that is just been repeated thousands of times in a song. In fact, most of the languages, phrases or stereotypes we use are stuffed with symbols with hidden links between them (better said, unmentioned in the user's manual which is also missing).

Don't know if the English word coffin that traces its origins all the way to Ancient Greek and probably beyond (need to check in Sanskrit [checked in Sanskrit and cannot be found]) has anything to do with this keyhole monument which name in Japanese is named Kofun or with the name of Khufu, the Asian looking pharaoh who built the Great Pyramid. But i know i saw on black t-shirts a strange sign, looking both like a keyhole and a scull, made of a circle and a rectangle with thin vertical lines on the rectangle part probably symbolizing teeth, sometimes associated with the words North Face. It is the impression that gave me the female with partially black teeth this morning at the car wash.
Also don't know if this is a (black) magic ritual of some kind. Exactly during the Republican Convention they repaved with fresh asphalt on the street (on the 65th portions of Nyberg) though they did it this spring. And since that was not enough today when i got home i drove behind a cistern with really weird smelling asphalt or something that took a left at the plaza with Best Buy store. [later i realized the street parking lot belonging to Meridian offices was also partially repaved since i've been there last time] »
